This circular explains the proposed SCOPIC Clause, which was developed as an alternative way to assess special compensation under Lloyd's Open Form. It sets out the background to the 1989 Salvage Convention, the issues raised by Articles 13 and 14, and the main features of the new clause, including security, tariff rates, payment, termination and representation rights.

London P&I also notes the expected advantages and disadvantages for shipowners, clubs and salvors, and recommends incorporating the clause into Lloyd's Open Form contracts signed from 1 August 1999.
