Entry into force of the Bunkers Convention certification requirements and issuance of Blue Cards and State certificates (5.376)

This circular explains the certification requirements that will apply when the Bunkers Convention enters into force on 21 November 2008, and sets out how London P&I and other International Group clubs will issue Blue Cards to support State certificates.

It also covers the treatment of liabilities linked to Blue Cards, the war risks condition that applies when Members request them, and the practical arrangements for State issued certificates.
