India - Loading of Iron Ore Fines and Group A Cargoes

Following the sudden sinking on 22 August 2026 of the bulk carrier “Ocean Winner” off the coast of Odisha after having loaded iron ore fines from Paradip, vessels heading to Indian ports to load iron ore fines and other Group A cargoes should note the revised procedure for loading, sailing clearance and surveys that is in place with immediate effect.

Details of the revised requirements of the Mercantile Marine Department ("MMD") Kolkata and recommendations to Masters/Members/Assureds are set out in this notice issued by James Mackintosh & Co. Pvt. Ltd., a correspondent in India. The detailed procedures are being finalised by the MMD Kolkata and will be published as soon as available.

For ease of reference, links to other notices referenced by the MMD Kolkata and relevant to loading of IMSBC Code Group A cargo at Indian Ports are available below:

Members and Assureds should ensure that they comply with the IMSBC Code requirements and local requirements to reduce the risk of loss of life, damage to the environment and loss of property when carrying Group A cargoes.
