Oil Pollution, United States, new legislation in California for dry cargo ships (5.291)
This circular explains new California requirements for non-tank vessels entering Californian waters from 3 February 2000. Owners or operators must have an approved oil spill contingency plan and a state Certificate of Financial Responsibility for US$300,000,000.
