Turkey – environmental pollution fines update
London P&I explains that Turkey has increased environmental pollution fines from 1 January 2024. The alert highlights the types of discharges and vessel-related factors that can trigger significant fines, and it points members and assureds to practical steps to help avoid breaches in Turkish waters.
The level of pollution fines in Turkey has been amended with effect from 1 January 2024, with fines increasing by 58% from previous levels.
Significant fines can be imposed for any discharge into Turkish waters of:
- dirty ballast
- petroleum and petroleum derivatives, including sludge, slop fuel products and oily waste
- garbage
- sewage
- sulphur content from bunker fuels
The fines are calculated according to the type of pollution and the type and tonnage of the vessel from which the pollutant comes, rather than the quantity discharged.

- avoiding de-ballasting unless the water is confirmed to be clean
- ensuring overboard discharge valves are closed
- avoiding deck washing
- avoiding the disposal of cargo residues, garbage and other substances
Members and assureds trading in Turkish waters should follow these recommendations to help avoid a fine. If a fine is served, they should consider paying it or lodging objections within the 30-day time limit, and contact London P&I promptly if assistance is needed.
