This circular explains the requirements for non-tank shipowners trading to the United States to have federal Vessel Response Plans in place by 30 January 2014. It also sets out the position on existing retainer arrangements with MSRC and NRC, and highlights the need to review dispersant-related wording so that contracts remain in line with International Group vessel response guidelines.
