China - Penalty for Use of Starlink in Chinese Waters

Members and Assureds proceeding to ports in China and through Chinese waters should note that Chinese Authorities have recently issued an administrative penalty on a foreign vessel for using the Starlink satellite service in Ningbo Port.

Our correspondents in China, Huatai Insurance Agency & Consultant Service Ltd and Oasis P&I Services Company Ltd, have advised that as Starlink has not obtained operational approval in China, the use of Starlink’s direct satellite communication service by vessels within Chinese waters is not permitted. Violations will be subject to investigation and fines ranging from CNY 30,000 to CNY 500,000.

More information is set out in the Correspondents' Circulars (linked below) including recommendations to avoid unauthorised use of Starlink whilst in Chinese waters, such as clear labelling of equipment, disconnecting power from onboard Starlink equipment prior to entering Chinese waters, documenting time/position of power disconnection as well as training crew.
