The US Governement has enacted the National Defense Authorization Act 2013, that sets out additional sanctions against foreign persons engaged in trade with Iran. This Act took effect on 1 July 2013. The International Group has prepared a briefing note on the new measures which is attached.

Members' attention is drawn to recent adverse developments concerning the port of Yuzhny, Ukraine. While it has in the past been possible for Members to appoint surveyors to assist their Masters, it has been brought to the International Group of P&I Clubs’ attention that there are recent examples of surveyors appointed on behalf of vessel interests being denied access to the port, particularly when iron ore concentrate (a cargo that is liable to liquefy) is to be loaded.

The International Group Annual Review 2012/13 was published recently. The Review covers many of the key activities undertaken by the Group during the last P&I policy year and includes summaries of the work carried out by a number of its Working Groups on a range of topical issues. A copy of the Review is attached.

Some Members may already be aware that the Grain Board of Iraq (GBI), part of the Ministry of Trade, has recently introduced a Regulation which requires the Shipowner’s “P&I Representative” to sign various outturn documents upon completion of discharge. The new requirement applies to the Outturn Report, the Statement of Facts and any Shortage Report or Protest against Shortage/Damage.

More recently, the Club has highlighted problems associated with the carriage of iron ore fines from Sierra Leone.

Members should note that Eltvedt & O’Sullivan, who oversee the correspondents in the Congo, have informed the Club of an ongoing pollution risk at Pointe Noire. A copy of their circular which contains a number of practical suggestions for how to deal with this risk is attached.
