The latest round of EU proposed measures against Iran were published in Council Decision 2012/35 on 23rd January 2012. Whilst the EU Decision has immediate effect on EU Member States, they are not to be binding on individuals and corporations until the EU Regulation has been issued which implements the proposed measures.

The recent tragic loss of the supramax bulk carrier, Vinalines Queen, entered with the London P&I Club, has received wide coverage in industry media. Prior to the casualty, last contact with the vessel was whilst on a voyage from Indonesia to China loaded with a cargo of nickel ore and all but one of the 23 crew were lost.

Members will be aware that the Club issued a Circular on 7 December, setting out what was at that time the latest information in relation to the Chinese Pollution Regulations. Members should note that the second annex of the 7 December Circular referred Members to a Pollution Response Contract as recommended by the International Group. Whilst the Chinese text is correct, a discrepancy has been found in Article 3.3 of the English contract wording.

Members will be aware from the recent circulars in respect of the new regulations in China for the prevention and control of marine pollution from ships that the list of approved Ship Pollution Response Organisations (SPROs) is being constantly updated. Whilst the list is published only in Chinese, the International Group are endeavouring to assist Members by translating the list into English. The latest translated list (published in Chinese on 4 January 2012) can be found by clicking here.

Members will be aware from the International Group FAQs on Chinese Pollution Regulations that a Ship Pollution Response Organisation (SPRO) based in a particular port may form an alliance with SPROs in other ports to create a consortia that will assist Members in the various different ports that the consortia covers. In order to aid Members in understanding and adhering to the latest Regulations, the Pollution Sub-Committee of the International Group has now produced FAQs (click here).

As Members will have noted from the recent circular in respect of the new regulations in China for the prevention and control of marine pollution from ships (click here), a full list of approved Ship Pollution Response Organisations (SPROs) had still not been issued but a partial list of Level 1 SPROs had been published. This list has now been updated and can be found by clicking here.

The London P&I Club website on Sanctions Members should be aware of a number of recent developments over recent weeks in the US, UK and EU sanctions legislation targeting Iran.

The Club has been advised of a number of recent explosions involving reefer containers, three of which have resulted in fatalities (for a full news report click here). None of the explosions have so far occurred aboard vessels. Although the exact cause of the explosions is yet to be determined, it is understood that the explosions all followed servicing or maintenance in Vietnam during 2011.
