As Members are already aware from our News Alert of April 2018, click here, the US Department of the Treasury's Office of Foreign Assets Control (“OFAC”) has added a number of Russian oil and gas, energy and power companies, as well a number of producers of aluminium, machinery and weapons to their US Specially Designated Nationals List.

Members will already be aware of the Regulations concerning the low sulphur fuel requirements in specified Emission Control Areas (ECA), including Shanghai, Ningbo – Zhoushan, Suzhou, Nantong and all ports in Zhejiang, as outlined in previous News Alerts.

Members are reminded that as from 1 January 2020, in accordance with MARPOL Annex VI, the sulphur content of fuel oil used "on board" (including in main and auxiliary engines and boilers) commercial ships trading outside sulphur Emission Control Areas must not exceed 0.50%m/m. The requirements are referred to as the 2020 'Global Sulphur Cap'.

Following extensive consultation, maritime security guidance has been updated and made available through a dedicated website www.maritimeglobalsecurity.org. The website includes guidance on counter-piracy as well as other topical maritime security risks, such as human migration, war zones and cyber security.

Members whose vessels will be in Singaporean waters during 10-13 June, when US President Donald Trump and North Korean leader Kim Jong-un shall be meeting on Sentosa Island, should note that the Singapore MPA has issued a Notice setting out restrictions on vessel movements in the vicinity.
